Evacuations in the Ukrainian city of Mariupol had to be abruptly stopped. This as a partial ceasefire to allow residents to leave the area collapsed. Most have now returned to shelters, which are cut off from water, electricity and food. Mariupol was also a target during the 2014 conflict.
