Officially, the leader of Tajikistan, Emomali Rahmon, explains his confrontational line by the fact that the Pashtuns actually monopolized political power in Afghanistan to the detriment of other ethnic groups of the country. Tajikistan insists on creating an inclusive government in the neighboring state "taking into account the interests of all its peoples."
